Kashmir panchayat representatives on hit list of terrorists

Sitting in Pakistan, terrorist leader Salahudin successfully playing
with the grassroots democratic Panchayat Raj institution in Jammu and
Kashmir by threatening killing of the duly elected panches and
sarpanches. Several elected panchayat representatives in the valley
have been butchered like sheep and goat by terrorist groups while the
Kashmir government is virtually acting like mute spectator. Panicked
over the situation, more than 100 panchayat representatives have
resigned so far and many others are in the line. They have inserted
advertisements in local newspapers about their resignation.
The institution of panchayat has become a mockery in Jammu and Kashmir
as on one hand the terrorists were gunning for the elected
representatives and on the other hand the successive governments in
the state have refused to make applicable the 73rd and 74th
Constitutional Amendments to provide more powers at par with rest of
the country to the panchayats and local bodies.
